Phillip LuckIn his role as Executive Director with the Northern Territory Department of Housing, Phillip is responsible for ensuring the department achieves value for money from all procurement. He leads the Contract Implementation division that provides assurance of the department’s procurement system and the management of all capital works and repairs and maintenance programs.

Phillip has a diverse work history in the fields of accounting, retail, contract, project and program management.

From 2005 he was the Project and Program Director for all Northern Territory (NT) remote community housing programs. In 2007, Phillip led the establishment of the $2 billion Remote Community Housing capital program for the Territory and more recently in his role as Program Director has overseen the delivery of 1100 new houses and the upgrade of more than 3000 dwellings across the NT. Since 2014, the Contract Implementation division has been responsible for the delivery of capital works and repairs and maintenance to all Territory public and government employee housing.

The Northern Territory has been a leader throughout the delivery of the National Partnership Agreement on Remote Indigenous Housing; with the Department of Housing developing and implementing innovative delivery methods to provide opportunities for the advancement of the Remote Community Housing sector, including employment of local indigenous residents through local indigenous business.
